Verified on August 23, 2026. An Indian driving licence does not qualify for a simple, test-free swap in Québec. India is treated as a jurisdiction without a licence exchange agreement, so a new Québec resident normally has to ask the Société de l’assurance automobile du Québec (SAAQ) to recognize driving experience, then pass the Class 5 knowledge test and road test.
A valid Indian licence can usually be used to drive a passenger vehicle during the first six consecutive months after settling in Québec. Do not treat that six-month period as the time available to start an application. The appointment review, document checks and two tests can extend beyond the date when the foreign-licence driving period ends.
The tested route is available only when the applicant held a passenger-vehicle licence for at least one year before settling in Québec. A person who had less than one year of experience on arrival must take a recognized driving course and follow Québec’s graduated licensing process.
Your status decides which driving rule applies
The date that matters for a new resident is the date the person settled in Québec, not automatically the date of first entry into Canada. A temporary visit, a study period and establishing a principal residence do not produce the same result.

An international driving permit does not extend a new resident’s six-month driving right. The permit is used with the original foreign licence by qualifying non-residents. It is not a substitute for obtaining a Québec licence after settling in the province.
Why the Indian licence is assessed rather than directly swapped
Québec has test-free exchange arrangements with selected countries and jurisdictions. India is not covered by one of those arrangements. The Indian licence can still establish previous driving experience, but it does not normally remove the knowledge and road test requirements.
Three separate decisions are involved:
A renewed Indian card can hide the original licensing date. When the current card shows only a recent renewal or reissue date, the SAAQ may not be able to determine the full driving period from that card alone. An older licence, an official driving record or another record showing the first issue date may help, but the SAAQ decides which evidence is acceptable in each file.
The one-year rule and the 24-month experience threshold
The one-year rule decides whether a holder from a non-agreement jurisdiction can use the tested foreign-licence route. The 24-month threshold decides the type of Québec licence issued after the tests are passed.

The number of years claimed by the applicant is not automatically the number accepted. The SAAQ bases its decision on the foreign licence and the records it accepts. Gaps, renewals, replacement cards, expired periods or unclear dates can change the result.
Start the SAAQ file before the six-month driving period runs out
A newcomer may apply as soon as they settle in Québec. The first action is not to book a road test. The applicant must request an appointment to have driving experience acquired outside Québec recognized.
1. Confirm that the Class 5 route fits the licence
The Indian licence must authorize the holder to drive a passenger vehicle. The applicant must be at least 16, have a principal residence in Québec, and be a Canadian citizen or have the right to stay in Canada for more than six months.
An Indian motorcycle, transport or commercial category does not automatically become the equivalent Québec class. The process described here concerns a passenger vehicle Class 5 licence.
2. Submit the outside-Québec driving experience request
Complete the SAAQ online appointment request for recognition of driving experience acquired outside Québec. The SAAQ states that it will contact the applicant by telephone or email within 20 business days after receiving a completed form.
That contact is part of the file review. It is not a promise that the knowledge test, road test and licence issuance will all be completed within 20 business days.
3. Attend the eligibility appointment with original documents
The representative checks identity, immigration eligibility, Québec residence, the Indian licence and the evidence connected to the issuing jurisdiction. Additional documents can be requested after the form is reviewed.
Depending on the file and service centre arrangements, the knowledge test may be available on the appointment day or may require a separate booking.
4. Pass the Class 5 knowledge test
The test covers the Highway Safety Code, road signs and traffic signals, and the behaviours and techniques used when driving a passenger vehicle. Each of the three sections has its own 75% passing mark.
5. Book and pass the road test
The knowledge test must be passed first. The road test appointment is then booked through SAAQclic, or with SAAQ assistance when the applicant cannot use the online route. A suitable test vehicle and its documents are the applicant’s responsibility.
6. Pay the applicable licence charges
After a successful road test, the SAAQ issues a probationary or regular licence according to the driving experience it recognizes. The final amount can vary with the licence type, validity period and applicable insurance contribution.
The foreign-licence driving period and the application process are separate. Sending the form does not extend permission to drive with the Indian licence. If six months have passed since settling in Québec and no Québec licence has been issued, do not continue driving on the assumption that a pending appointment provides an extension.
Documents to prepare for the SAAQ appointment
Original documents used to confirm eligibility
- The valid Indian driving licence.
- Proof of Canadian citizenship or the right to stay in Canada for more than six months.
- Proof of residence in Québec.
- Proof that the applicant lived in the country or jurisdiction that issued the licence when the licence has been held for less than three years.
- An official or certified translation of any required document that is not in French or English.
Driving history evidence for an Indian licence
A current Indian card may show the vehicle category and an issue or renewal date without showing the full history. A driving record can help establish the first licensing date, earlier classes and continuity of the licence. It should be issued by the relevant licensing authority and match the name, licence number and other identifying information in the application.
The SAAQ does not publish a guarantee that every Indian state document, online record, DigiLocker file or Regional Transport Office format will be accepted in every case. When the SAAQ contacts the applicant, ask whether the file needs a driving record, proof of the original issue date or evidence of residence in the issuing jurisdiction.
Compare the name, date of birth, licence number, first issue date and vehicle category across the passport, immigration document, current licence and driving record. Resolve unexplained differences before the appointment. A surname change, abbreviated middle name or reissued card may require an additional document linking the records.
Translation is different from an international driving permit
Required records written in a language other than French or English need an official or certified translation that meets SAAQ requirements. The SAAQ states that an international driving permit is not an official translation for the licence exchange file.
If the Indian licence and supporting record display every relevant field in English, translation may not be needed for those documents. A bilingual card does not remove the need to translate a separate record that is only in another language.
The Class 5 knowledge test for an Indian licence holder
The knowledge test costs $13.50 in 2026. It normally takes 30 to 60 minutes and contains multiple-choice questions, including illustrated traffic situations. A score of at least 75% is required in each of its three sections.

If one or more sections are failed, the applicant waits at least 28 days before retaking the test and repeats only the failed sections. A new fee applies to each attempt.
Language choices
The test is available in French and English. Modern Standard Arabic, Spanish and Mandarin are also available by request at the service centre counter on the test day. Hindi and Punjabi are not listed among the five standard test languages. Interpreter assistance may be requested, subject to the conditions and charges explained by the service centre.
The selected knowledge-test language can affect the road-test vehicle. An applicant who takes the knowledge test in a language other than French or English must use a vehicle with two sets of pedals for the road test, normally rented from a driving school.
Preparation that matches the SAAQ test
- Study the SAAQ Driver’s Handbook and Driving a Passenger Vehicle.
- Review the Road Access Binder available through recognized driving schools.
- Use the SAAQ modules, exercises and Road Safety Quiz as study material, not as a copy of the real test.
- Practise reading illustrated scenarios slowly enough to identify every vehicle, sign, road marking and possible conflict.
- Learn the French wording commonly seen on Québec signs, including ARRÊT, even when taking the test in English.
Road test vehicle, documents and scoring
The 2026 Class 5 road test fee is $33.75. The driving portion takes about 30 minutes, while the full appointment is usually about one hour. A 75% score is required, but a serious action such as failing to stop at a red light or stop sign, driving over the posted limit or driving against traffic can produce an automatic failure.
The SAAQ does not supply the car
The test vehicle must be safe and in good mechanical condition. The examiner can refuse the test when the windshield, windows, signals, brake lights, mirrors or other checked components do not meet the requirements.
Bring the documents that match the vehicle
- Private vehicle: valid and signed registration certificate and a paper copy of proof of liability insurance.
- Driving-school vehicle: the rental agreement.
- Other rental vehicle: the rental contract or receipt, together with any vehicle documents requested for the appointment.
- Personal identification: the number and type of identity documents required for the applicant’s status in Canada.
- Québec learner’s licence: bring it if one has already been issued.
Passengers and pets cannot remain in the vehicle during the test. Electronic devices used to record, photograph or obtain assistance are prohibited.
Retake waiting periods are longer when a failure involves cheating. An ordinary unsuccessful Class 5 road test requires a wait of at least 28 days before another attempt. Since June 18, 2026, a candidate who is failed for using prohibited assistance, material or an electronic device during a knowledge or road test must wait 90 days before retaking the test. What the examiner watches
Driving experience in India can be extensive and still require local practice. The test evaluates Québec road rules and the actions expected by the SAAQ, including right-side road positioning, shoulder checks and yielding during turns.
A failed road test immediately changes driving status
A rule that took effect on June 5, 2025 applies to licences from countries without a Québec exchange agreement. After failing the road test, the applicant is no longer authorized to drive with the Indian licence. The SAAQ issues a learner’s licence instead.
Plan the trip home before the test begins
Attend with someone who can legally drive the vehicle away if the test is failed. The Indian licence cannot be used for a solo drive home after an unsuccessful result, even when the original six-month period has not ended.
The learner’s licence permits practice only under these conditions:
- A supervising driver must be present and hold a valid Québec Class 5 licence with at least two years of fully licensed driving experience.
- No driving is allowed between midnight and 5 a.m.
- The zero-alcohol rule applies.
- The driving record must remain below four demerit points.
- At least 28 days must pass before another road test attempt.
- A new appointment and the applicable test fee are required for each attempt.
The SAAQ’s 2026 fee table lists a plasticized Class 5 learner’s licence at $88.35 for 18 months, including the photo. Confirm the amount charged for the licence issued in the applicant’s exact situation before payment.
Regular Class 5 or probationary Class 5 after passing
Passing the road test completes the proficiency testing, but it does not guarantee a regular licence. The SAAQ uses the recognized driving period to decide the result.

Québec driving rules worth practising before the road test
Traffic stays on the right
Approach turns and leave intersections in the correct lane for right-side driving. Repeated practice helps prevent a left-side habit from affecting lane position after a turn or when entering an undivided road.
A red-light right turn is never automatic
A right turn on red is allowed in much of Québec only after a complete stop and after yielding to pedestrians, cyclists and approaching traffic. It is prohibited on the island of Montréal and wherever a sign prohibits it. A driver may wait for green even where the turn is allowed.
School-bus red lights require space
When a school bus activates its flashing red lights or deploys its stop sign, drivers must stop at least five metres away, whether travelling behind the bus or approaching from the opposite direction. Road layout exceptions should be learned from the Québec handbook rather than assumed from driving practice elsewhere.
Pedestrians and cyclists must be checked before turning
A green light or a permitted right turn does not remove the duty to yield. Scan the crosswalk and the right-side blind area before moving through the turn.
Winter equipment is part of legal vehicle readiness
Motor vehicles registered in Québec, including rental vehicles, must use compliant winter tires from December 1 to March 15 unless an exception applies. This is separate from the licence exchange, but it affects the legality and suitability of a Québec-registered vehicle used during winter.
